ARTICLE IV
Duties of Officers

Section 1 - (a) The President shall preside at all meetings of the  Club and Board of Directors, and shall appoint the Corresponding Secretary, Editor(s) of the Newsletter, and Chairmen of  all Committees, subject to the approval of the Board of Directors. In case of a vacancy of a Chairmanship, Corresponding Secretary, or an Editor(s) of the Newsletter, the President shall appoint a successor. The President shall be an Ex-Officio member of all committees, and shall sign all important papers.

(b) At the regular monthly business meetings, the President shall present to the membership a written report of  the  Board's activities during the preceding month.

(c) In case of absence or inability of the President to fulfill the obligations of  the office, his duties shall then devolve upon the First Vice President or Second Vice President if present,  otherwise upon the Secretary or the Treasurer.

Section 2 - The Secretary's and the Corresponding Secretary's duties shall be as set forth in Robert’s Rules of Order. The Secretary shall also sign all important papers pertaining to the Club's business.

Section 3  - (a) The Treasurer, in conjunction with the Finance Committee, shall draft and present a budget for approval to the Board of Directors prior to the Annual Meeting.  The Treasurer shall collect all dues  and shall pay all bills.  He shall render a financial statement to the Board of Directors at each monthly meeting, and report any deviations from the adopted budget.  The Treasurer shall present the Club’s financial condition to the members at the monthly business meeting. The Treasurer shall prepare a preliminary year-end financial statement for the Annual Meeting, and a final statement, duly audited by the Auditing Committee, within 60 days thereafter.  The audited year-end statement shall be posted on the Clubhouse bulletin board for (30) days.

(b) In case of absence or inability of the Treasurer to fulfill the obligations of the office, his duties shall then devolve upon the Assistant Treasurer.

(c) Segregation of checking and savings type accounts shall be established for control purposes.  The balances in these accounts, and the various fund balances within them, shall be reported monthly to the Board of Directors.   The Board of Directors, with the concurrence of the respective chairmen, shall establish minimum balances that must be maintained in the Luncheon Fund and the Trip Fund.  This provision is necessary in order to finance advance deposits for events and to ensure that there is sufficient money in each fund to cover any potential losses that might occur due to inadequate participation of members in the activities involved or the bankruptcy of the event provider.  The respective Chairmen must charge an appropriate fee to those who participate in these events in order to maintain the pre-established balances.  If the funds accumulate to exceed the minimum balances, the respective Chairmen may charge a reduced fee for future events to bring the funds to the desired balances.  The money in these designated funds shall be used only for that activity.  Should it become necessary to transfer money from one fund to another in order to support a particular event, such transfers must be approved by the Chairman of the donor Fund and the Board of Directors.
